The Manifesto

Take Back Your Destiny 2027

Plateau State is too rich to be poor. This is not a campaign slogan — it is an indictment of wasted potential. For too long, our people have suffered while the state's vast mineral, agricultural, and human resources remain underutilised. The APM administration under Samuel Danauta Kyarshik and Kaneng Rwang-Pam is offering a different path. This manifesto is a contract with the people of Plateau: a blueprint for security, prosperity, and accountable governance.

Our agenda rests on four pillars: security of lives and property, human capital development, justice and accountable governance, and industrialisation and economic transformation [citation:2]. These are not abstract promises. They are commitments backed by a 120-page Plateau Transformation Roadmap 2027–2037 and a Plateau State Economic Master Plan [citation:4][citation:10].

Four Pillars of Transformation

The SDK/KRP administration will be built on these unshakeable commitments.

01

Security of Lives & Property

The protection of lives and property will be at the centre of governance. We will strengthen intelligence gathering, community-based early warning systems, and cooperation between communities and security agencies [citation:2].

02

Human Capital Development

A Human Capital Development Agency will be established to build the capacity of Plateau citizens, equipping young people with skills to compete in the modern economy [citation:6].

03

Justice & Accountable Governance

Governance must serve all Plateau residents irrespective of ethnic, religious, geographical, or political affiliation [citation:2]. Integrity and accountability will be institutionalised through PLASIAS implementation [citation:3].

04

Industrialisation & Economic Transformation

Moving Plateau beyond dependence on federal allocation. Industries around agricultural and mineral resources will be developed to create jobs and wealth locally [citation:2].

Ending the Cycle of Bloodshed

Between 2023 and 2025, more than 167 communities were attacked on the Plateau, resulting in over 2,630 deaths and leaving more than 45,000 internally displaced persons [citation:10]. This is not acceptable. Security is beyond rhetoric. Ending insecurity is beyond coming out to condemn killings [citation:10].

Reopen Cold Cases All unresolved killings will be investigated and perpetrators brought to justice. Cases have gone cold — we will reopen them and go after the killers [citation:10].
Declare War on Criminality In the inaugural speech, the administration will declare war on bandits and criminals within and around Plateau State [citation:10].
Rebuild Victims' Lives Focus on widows, children who have lost parents, and farmers displaced from their communities [citation:2].
Community-Based Early Warning Strengthen cooperation between communities and security agencies, improve emergency response, and deploy technology where appropriate [citation:2].

"I can't be governor and somebody who lives within the borders of Plateau State comes in, kills innocent people and goes back to their community without investigation. They are already owing us. We will reopen the cases and go after the killers."

— Samuel Danauta Kyarshik

From Allocation to Production

Plateau has an 84% poverty rate despite enormous resources [citation:6]. We will change that.

Solid Minerals Value Addition

Plateau will generate more wealth from lead, graphite, barite, and copper by establishing processing industries instead of exporting raw materials [citation:4]. A car-battery manufacturing company will leverage lead deposits to create value locally [citation:6].

Potato Value Chain

Nine local government areas produce Irish potatoes commercially, yet more than 95% is taken out of the state in raw form [citation:4]. We will process potatoes into starch, flour, chips, and other products to create jobs and increase revenue.

Terminus Market Rebuilding

Plateau is losing approximately ₦60 billion annually for 24 years due to the failure to rebuild Terminus Market [citation:4]. We will rebuild it and restore its economic value.

Tourism Development

Tourism, technology, markets, and rural economic development are identified as areas with potential to drive economic transformation in the state [citation:2].

Human Capital Development Agency

A dedicated agency will equip young people and other citizens with relevant skills required to compete in the modern economy and take advantage of emerging opportunities locally and internationally [citation:6]. A skills-gap map has already been developed to guide training.

Free Healthcare & Education

Free healthcare and education from kindergarten to tertiary level will be established, funded by the state's resources [citation:10]. A Plateau State Drug and Rehabilitation Centre will support young people struggling with addiction.

PLASIAS Implementation

The Plateau State Integrity and Accountability Strategy will be fully implemented. This is not a witch hunt — it is to improve processes and protect public servants from actions that could expose them to legal consequences [citation:3].

Integrity, Not Impunity

Kaneng Rwang-Pam has pledged to strengthen integrity and accountability in governance. Her three decades of professional experience have equipped her to promote accountable governance and strengthen institutions [citation:3].

Governance will be inclusive and bottom-up. Citizens must be allowed to take ownership of the state's priorities and development programmes. The integrity and accountability framework will be made accessible to the average Plateau citizen, so they can understand it, take ownership, and implement it at all levels [citation:3].

Inclusive Governance Government must serve all Plateau residents irrespective of ethnic, religious, geographical, or political affiliation [citation:2].
Citizen Ownership Integrity frameworks will be accessible to ordinary citizens, not just elites [citation:3].
The Contract

This Is Our Contract With the People of Plateau

The manifesto is not a document to be filed away. It is a promise to be kept. Every commitment in this agenda — from reopening cold cases to industrialising our economy — will be pursued with discipline, integrity, and accountability. But we cannot do it alone. We need the people of Plateau to hold us accountable, to participate in governance, and to take ownership of their destiny.
